1. What is a comprehensive plan?

A comprehensive plan, according to the North Dakota Century Code, is a statement in documented text setting forth explicit goals, objectives, policies, and standards of the jurisdiction to guide public and private development within its control. Such plans provide a rational basis for the regulation of land use and development. But beyond that legal function, modern Comprehensive Plans are used to create a vision for a County and establish specific actions needed to fulfill that vision. This allows the county government to make decisions that are internally consistent and that make efficient use of taxpayer funds. Private interests also benefit from Comprehensive Plans because the plans offer a general understanding of how future development may occur.
