REGULAR MEETING, RAMSEY COUNTY COMMISSION
WEDNESDAY, JANUARY 2, 2008
8:00 A.M.
The meeting was called to order by Pam Brekke, Chairman. Roll call was taken and the following members were present: Commissioners Diseth, Belford, Gage, Mertens & Brekke.
The board & visitors present recited the pledge of allegiance.
Motion was made by Commissioner Belford, seconded by Commissioner Diseth to approve the minutes of the December 31, 2007 meeting. All members voted “AYE”. Motion carried.
After auditing the following bills, motion was made by Commissioner Diseth, seconded by Commissioner Gage to approve all general & highway bills as submitted & that warrant checks be drawn in payment thereof:
And further that the fees received of the various offices be placed on file as follows:

Roll call vote was taken and the following members voted “AYE”: Commissioners Belford, Gage, Mertens, Diseth & Brekke. Motion carried.
Motion was made by Commissioner Belford, seconded by Commissioner Mertens to approve the 2008 meeting dates for the Ramsey County Commission. The board meets the first Tuesday at 8:00 a.m. and the third Tuesday at 5:00 p.m. of each month in the Commissioners Room, First Floor, Courthouse, 524 4th Avenue NE, Devils Lake ND, unless notified otherwise. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Mertens, seconded by Commissioner Gage that the entire board meet on all matters pertaining to the various offices and undertakings unless authority is granted to an individual member of the commission to act for the board, and that the County Auditor is authorized to pay all regular bills, such as monthly salaries, lights, heat, water, telephone, bills with discounts and Human Service when received. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Gage, seconded by Commissioner Belford that no County Official or employee shall order equipment, supplies or services amounting to $1,000.00 or more, without permission from the County Commission, except for emergency supplies that the Department Supervisor would deem necessary to authorize. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Belford, seconded by Commissioner Mertens that the Bank of North Dakota, Bismarck ND; Ramsey National Bank & Trust Co, Bremer Bank, Western State Bank, First Bank and First American Bank, all of Devils Lake ND, be designated depositories for Ramsey County. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Mertens, seconded by Commissioner Belford that the Ramsey County Treasurer be authorized to invest county funds as soon as available and to cash in investments when necessary. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Gage, seconded by Commissioner Mertens to set the amount of $5,000.00 for the County Fixed Assets. All members voted “AYE”. Motion carried.
Bill Hodous, County Agent, reported on Roundup next week in the Memorial Building.
Kevin Fieldsend, County Highway Superintendent, had nothing to report to the board.
Discussion was held with Jerry Ratzlaff, County Tax Director and Gary Martinson, Devils Lake City Assessor, on Abatement #39-2707-007-000.
Motion was made by Commissioner Gage, seconded by Commissioner Mertens to deny the abatement on #39-2707-007-000 as per Jerry Ratzlaff, County Tax Director and Gary Martinson, Devils Lake City Assessor. All members voted “AYE”. Commissioner Belford abstained from voting.
The board reported on their portfolios.
Motion was made by Commissioner Belford, seconded by Commissioner Gage to approve the securities, pledged as assets to secure the repayment of public deposits with Bremer Bank $2,500,000.00; Ramsey National Bank & Trust Co $3,500,000.00 and Western State Bank $3,100,972.00, all of Devils Lake ND. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Mertens, seconded by Commissioner Gage to adjourn the meeting at 8:55 a.m. All members voted “AYE”. Motion carried.
