ADJOURNED REGULAR MEETING, RAMSEY COUNTY COMMISSION
TUESDAY, NOVEMBER 19, 2002
7:00 P.M.
The meeting was called to order by Arne Berg, Vice-Chairman. Roll call was taken and the following members were present: Simon, Brekke, Belford & Berg. Absent: Commissioner Freije.
The board recited the pledge of allegiance.
Motion was made by Commissioner Brekke, seconded by Commissioner Belford to approve the minutes from the November 5, 2002 meeting. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to approve the November 5, 2002, General Election bills as submitted, in the amount of $6,836.44. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Simon, seconded by Commissioner Belford to approve the proposal received from Johnson Controls, in the amount of $18,480.00, for the heating and cooling project. All members voted “AYE”. Motion carried.
Mike Liane, County Agent, was present to discuss with the board about the purchase of a LCD Projector, with NDSU agreeing to the cost share 50/50. Motion was made by Commissioner Belford, seconded by Commissioner Brekke to approve the purchase of the LCD Projector (Video Conferencing Camera) in the amount of $4,300.00, with 50/50 cost share between Ramsey County and NDSU Extension. All members voted “AYE”. Motion carried.
A letter was received from John Johnson Construction, requesting payment for work done in the basement of the courthouse. Commissioner Brekke recommended that he be paid a partial payment of $2,400.00. Motion was made by Commissioner Belford, seconded by Commissioner Simon to pay $1,200.00 to John Johnson Construction, a partial payment for construction work. Roll call vote was taken and the following members voted “AYE”: Commissioners Simon, Belford & Berg. Those voting “NAY”: Commissioner Brekke. Motion carried.
At this time, the board proceeded with the foreclosure sale.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to issue a County Deed to Gary Oram, Devils Lake ND, for *Lots 1-12, Blk 2, Kitsch Subdivision, in Poplar Grove Township, for the purchase price of $1,200.00. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Simon, seconded by Commissioner Belford to issue a County Deed to Eric & Alyce Woodard, Penn ND, for *E 140’ of Lots 1 & 2, Blk 4, Walker’s Outlot, Churchs Ferry City, for the purchase price of $60.00. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to issue a County Deed to Ryan & Melissa Brekke, Edmore ND, for *Lot 3 & N 10’ of Lot 4, Blk 3, Julien’s Sub, Edmore City, for the purchase price of $350.00. All members voted “AYE”. Motion carried.
Tim Heisler, Emergency Management, presented grant funds in the amount of $1,050.00. Motion was made by Commissioner Simon, seconded by Commissioner Brekke to approve the purchase of 4 evacuation body suits @ $259.94 each, for the Ramsey County Sheriff’s Department with grant funds awarded to Ramsey County Emergency Management from the Department of Justice. All members voted “AYE”. Motion carried.
Discussion was held on the North Dakota Water Users Association Convention, to be held December 4 & 5, 2002 at the Best Western Ramkota Hotel, Bismarck.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to approve the addendum for the handrails and railings for the entrance of the Memorial Building. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to approve the VPN (Vitual Private Network) access line connection for the City of Devils Lake, at $28.25 per month, for Susan Kinkle, Municipal Court Clerk, to access only court records on the state system. All members voted “AYE”. Motion carried.
Commissioner Belford read the letter received from the City of Crary requesting the commission to consider paving the gravel road from new Highway 2 north to the City of Crary. No action was taken at this time and the board instructed Kevin Fieldsend, County Highway Superintendent, to inform the Cities of Crary & Brocket to meet with the commission on December 3, 2002 @ 10:15 a.m.
Motion was made by Commissioner Simon, seconded by Commissioner Belford to approve the request from the City of Hampden for a 25 mile per hour speed limit sign to be put on the gravel road that goes north out of town. All members voted “AYE”. Motion carried.
Kevin Fieldsend, County Highway Superintendent, was present to discuss with the board about replacing the gate at the County Shop. Motion was made by Commissioner Simon, seconded by Commissioner Brekke to table the request for replacing the gate at the County Shop until the December 3, 2002 meeting. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Simon, seconded by Commissioner Belford to approve the request from Rick Ewert to move a house down the Military Road, which should be done before spring. All members voted “AYE”. Motion carried.
Kevin Fieldsend, County Highway Superintendent, presented proposals from Lake Lumber, Devils Lake ND, in the amount of $903.97 and United Building Center, Devils Lake ND, in the amount of $1,360.00, to tin the roof on the Penn Shop. After discussion, motion was made by Commissioner Belford, seconded by Commissioner Brekke to approve Kevin Fieldsend, County Highway Superintendent, to accept the low proposal from Lake Lumber, in the amount of $903.97, to tin the roof on the Penn Shop. All members voted “AYE”. Motion carried.
Kevin Fieldsend, County Highway Superintendent, reported on the following projects: RC #3 – stripping is done and Bridge is done in Highland Center Township, Sections 10 and 13.
Motion was made by Commissioner Simon, seconded by Commissioner Belford to approve Kevin Fieldsend, County Highway Superintendent to bid on a drill press and a 20 ton air jack at the auction sale, to be held November 22, 2002 at the old North Dakota Telephone Building. All members voted “AYE”. Motion carried.
Discussion was held on a 3ft culvert in Degroat Township. The board instructed Kevin to pickup the culvert. Morris Township took out two 30 inch concrete culverts and replaced them with a 48 inch culvert.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to accept all bids from the following, on the tuckpointing for the exterior of the Courthouse, Memorial Building & Sheriff’s Residence: AJ Spanjer Company Inc., Brooklyn Park MN, $176,926.00; Karr Tuckpointing Company Inc., Vinton, Iowa, $81,425.00; Mid Continential Restoration, Fort Scott KS, $98,879.99; and Cameo Homes, Grand Forks ND, $286,000.00. All bids were given to Rudi Bloomquist to review with the Memorial Building Committee and report back to the board on December 3, 2002. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Simon, seconded by Commissioner Belford to accept all bids from the following, for irrigation work to be done in front of the Courthouse & Memorial Building: Cameo Homes, Grand Forks, $17,500.00 and Harrision Sales & Service, Devils Lake, $6,500.00. All bids were given to Frank Kratky, Architect from Lightowler Johnson Associates Inc., for review and to report back to the Memorial Building Committee on December 2, 2002 and to the board on December 3, 2002. The board recommended to reward the bid to Harrision Sales & Service, contingent on all other bids. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Belford, seconded Commissioner Simon to accept the bid from Cameo Homes, Grand Forks, for the concrete/landscaping work to be done for the Courthouse & Memorial Building, in the amount of $116,578.00, with deductions amounting to $34,192.00 for a total bid of $82,386.00. The bid was given to Frank Kratky, Architect from Lightowler Johnson Associates Inc. for review and to report back to the Memorial Building Committee on December 2, 2002 and to the board on December 3, 2002. All members voted “AYE”. Motion carried.
Motion was moved seconded & carried to adjourn the meeting at 8:55 p.m.
