SPECIAL MEETING, RAMSEY COUNTY COMMISSION
MONDAY, JANUARY 7, 2002
7:00 P.M.
The meeting was called to order by Robert Freije, Chairman. Roll call was taken and the following members were present: Commissioners Berg, Belford, Simon & Freije. Those absent: Commissioner Brekke.
After discussion with Keith Olson, Brocket City Mayor, on the affects of combining Brocket City & Lawton City, a motion was made by Commissioner Belford, seconded by Commissioner Simon to move Newbre Township to Election Precinct #1 and combine Brocket City, Lillehoff Township, Lawton City & Lawton Township, with voting this year to be at Brocket with alternating polling places each election year. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Berg, seconded by Commissioner Simon to combine Election Precincts #3 and #5, which includes Edmore City, Fancher, Prospect, Highland Center, Overland, Newland, Cato – except Sections 19-21, 28-30 & 31-33. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Simon, seconded by Commissioner Belford to combine Election Precincts #13 and 14, Creel Township. The new precinct, which includes all of Creel & North Creel Township, will be located at the Devils Lake Rural Fire Department. All members voted “AYE”. Motion carried.
Kevin Fieldsend, County Highway Superintendent, presented the board with information on making the Kraft Coral Road a Federal Aid Road. Easements & 60 feet from centerline on each side, 120 feet right of way, costing around $225,000.00 to $250,000.00, without asphalt – 2 feet deep ditch and blacktop would cost an additional $150,000.00
Concerned residents living around the Kraft Coral Road presented information to the County Commissioners for & against blacktoping the Kraft Coral Road. If the Military Road goes under water the Kraft Coral Road will be the major route of access. Commissioner Berg explained that when Ramsey County #1 went under water FEMA gave us $250,000.00 to use the Military Road as an alternative use for the money to blacktop the Mitilary Road & the county held off blacktoping because of the water situation.
After discussion, the board instructed Kevin Fieldsend, County Highway Superintendent, to contact the North Dakota Department of Transportation & the North Dakota Game & Fish Department about funding & the easements. When more information is obtained a meeting will be scheduled.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to approve Elizabeth V. Fischer, Ramsey County Auditor, to purchase a HP Laserjet printer for her office, approximately costing $800.00. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Belford, seconded by Commissioner Simon to adjourn the meeting. All members voted “AYE”. Motion carried.
