Position Title: IT/GIS Coordinator                  Reports to: Board of Commissioners

FLSA Status: Exempt                                      Job Status: Full-time, salaried

Ramsey County Commission has approved a hiring range of 19,829 to 34,266 per year, DOE

Summary of Position: Perform skilled computer operations work to maintain and support County hardware and software; serve as point of contact for outside vendors and State ITD. Work with County mapping programs and personnel in the creation and administration of a multi-function, multi-agency mapping program.

Essential Functions:

  • Perform skilled computer operations work to support GIS software and other third-party software for the offices of Auditor, Treasurer, Recorder, Tax Director, State’s Attorney, Sheriff, Highway, and several others.
  • Set-up and install new or used computers and software products for each respective office. Provide transfer of files from old computer to new. Provide file interfaces and program enhancements as necessary. Administer systems security and the addition and deletion of email users. Establish static IP addresses for all network printers and peripheral equipment.
  • Perform maintenance/upgrades on all computers and peripheral equipment; trouble-shoot and resolve PC/network problems. Perform diagnostics testing when necessary. Work with multiple hardware and software platforms.
  • Install pertinent GIS software packages and extensions for end users; perform GIS maintenance and software upgrades.
  • Administer systems security on the server, and the addition and deletion of authorized users for specific software packages.
  • Maintain and edit GIS data for County basemaps, public road types, bridge and culvert infrastructure, 911 mapping data, critical facilities, and school bus routes – this includes defining attributes of related shapefiles.
  • Convert data from external sources to proper projection, and import/convert GPS data when necessary.
  • Must be knowledgeable with GIS-related equipment, such as plotter and GPS handheld units.
  • Provide back-up of computers on a daily basis. Provide daily back-up of critical GIS data; restore data and retrieve older parcel data when necessary.
  • Produce maps using GIS for multiple departments, emergency response teams, schools, townships, cities, government entities, County website, non-profit organizations, and any other legitimate recipient requesting such information.
  • Establish and maintain effective working relationships with all departments.
  • Explain/education employees on technical/PC information as necessary.
  • Assist in the purchase of new software, as well as software/hardware used for GIS; obtain cost estimates and recommend purchases to Department Heads and staff as appropriate.
  • Provide recommendations/opportunities for GIS software training.
  • Provide technical advice/support for various County computer equipment, peripherals and applicable hardware and software.
  • Promote PC literacy and self-empowerment among County employees; provide tips/direction on self learning of software and tools. Recommend and secure training opportunities for employees as needed and approved by the Board.
  • Any other tasks/duties assigned by the Ramsey County Commission related to the maintenance and administration of the Ramsey County GIS program or IT support function.

Education/Experience:

  • Minimum 2-year degree required; preference of 4-year degree or equivalent experience in computer systems management or related field, plus 3 years experience.
  • Minimum 2 years experience with GIS mapping systems and software programs.

Physical Demands:

  • Mostly sedentary position; however, must be able to carry and install PC’s and related equipment, which may include lifting up to 20 lbs, kneeling, reaching, and crawling.
